An extra billion. Considering Northern Virginia is the primary source of these funds, you'd think there would be at least one major transportation project in NOVA.
I think the environmentalists managed to get the Dulles metro expansion pushed back to 2018.
For a place filled with well-educated, affluent folks, they sure have screwed the pooch on transport.

Good old Warner is smelling like a rose, isn't he? It doesn't matter what he promised or which taxes he raised, he gets to relish the surplus as his accomplishment. That will get him through the next campaign as a fiscally conservate democrat. There are plenty of RINOs who will go along with it, too, because of the wonderful surplus we have. ... short, short memories.

The Warner administration today revised revenue projections, suggesting that the state could have a budget surplus of more than $1.2 billion for lawmakers to spend. I'm sure they meant "for lawmakers to return to the taxpayers."

Here in Wyoming we have a billion dollar surplus also. We have a democrat governor and in his State of the State address his message was spend, spend, spend. This is the second year in a row that we have had that big of a surplus. They always find a way to spend it. Someday maybe our elected officials will figure out that the money doesn't belong to them but it actually belongs to the people. Oh wait. . . that will never happen.
