Wisconsin's 4th CD is 33% black, 11% Hispanic and only gave Bush 30% in 2000, so it is quite inhospitable to Republicans. Black conservative Sheriff David Clarke is running for Mayor of Milwaukee, but if he somehow gets knocked off the ballot (one of the candidates is challenging his signatures) or if he loses in a close race in the May election, perhaps he can be convinced to run for the House as a Republican (Bush got 28% in ther City of Milwaukee in 2000, so the 4th CD is actually a bit less Democratic than the City). Clarke would need 30% of the black vote, 50% of the Hispanic vote and 60% of the white Anglo vote in order to win the House seat, which would not be out of the question in an open-seat race if he proved himself to be a good candidate in the mayoral race.
