That's the whole point. Even if she looked, once the sofa's over the edge, what's gonna stop it if someone walks out of the building or passes by? I know I don't usually look for falling furniture when I'm walking around.

You've got to be kidding me! Dropping/throwing furniture off a 6th story balcony doesn't meet your criteria for dangerously reckless?
Some people have a knee-jerk reaction to any police arrest for any unlawful behavior. The malady is known as "anarcho-itis."

..And if you were in the vicinity you would have a case, but you were not, so you don't, and since no one else was in the vicinity either no one else does either!
