You might want to do some tuning on that.
I am on Comcast (now AT&T) and consistantly get 2.7 MB/sec.
Are you running Win 98? If so, you might need to do some tweaking....

Heck, I am in Carmichael too !
I will do some looking for you, there are several tweaks you can do, mostly with packet size and NIC optimization.
It will do wonders for you.
Might be time to upgrade the OS if you have the horsepower.
