There has to be something major brewing in Iran. Tehran is nearly out of water, as is much of the rest of the country. That may be what is behind this.
The coup de grace would be Khuzestan successfully seceding from Iran, and either forming their own state, or hooking up with their kinsmen in Kuwait. 80% of Iranian oil revenues go ‘bye ‘bye.

Per online research, it looks like there’s population of Teheran seems unknown with precision but it look like there’s a consensus that greater Teheran has somewhere in the vicinity of 15 million. Displacing the population because of the drought cannot help but implode the economy and destabilize the state. The narrative that the mullahs have spent the country’s vast wealth on spreading terror vs building a world class desalinization infrastructure will be the easiest political sell ever.
