The ruling class is actively engaged in the transformation of the UK. They're not trying to stop it because they are leading the charge.
This kind of writing on the part of the author is either deliberately obtuse hopefully to avoid backlash or barely-disguised acquiescence.
As long as their book says what it does, eventually they will turn to violence.
