The FTB can and will put a hold on your bank account and seize funds to pay taxes they feel are owed. This is not a new thing, nor unusual. You might want to see if you missed a tax payment or perhaps a check you mailed to the FTB was never cashed.
FTB. They make The IRS look downright reasonable, by comparison. The bank probably deducted a charge, as well, for helping out.
