Yes, Hitler in the beginning wanted to send Jews abroad. Many were refused entry to other countries (ME) and were send back, most of them perished in Holocaust.
Many Jews were trying to get out of Germany on their own (e.g. Einstein), and many were also turned back, by e.g. Switzerland, or France. (Einstein had valuable skills, he was able to stay)
No, Hitler did not had agents there and he did not need them! These countries send Jews (and not just Jews) back on their own, just because they did not want them in their countries. As the war progressed, Hitler closed his borders and it was then very hard to get out!
