This is a great example of why an HOA can actually be a GOOD thing.
The way my C&Rs are written, disturbing other homeowners like this can and would result in a violation letter.....continuing this behavior would eventually result in the HOA placing a lein on the property.

The neighbors are suggesting he has mental issues....oif that’s the case he may burn it down himself.
In my state the police can place a person in a 72 hour hold for mental evaluation......given this is crazyfornia, they’ve no doubt made that illegal.
