Maybe Chicago or Target say stealing $1,299 or less is not reason for arrest. She can say she miscalculated the day’s exchange rate of Rs 1.11 lakh
and is being unfairly punished.

This was not fair to the store owners. She chose Target as a weak victim and lost. To bad, so sad, goodbye.

Shoplifting is common because of scummy lawyers ,judges and politicians.
Due to ridiculous awards to thieves by the above,most stores prohibit employees, including the security flunkies,from stopping shoplifters.
I once worked as loss prevention for a couple years and the management said we were there to keep the honest people honest!
My then stepdaughter was fired for trying to stop someone stealing a very expensive coat.
Store security is a frustrating bad joke in America and has been so for decades.
I suspect the condition of the candles doesn't mean much and that they're burning them all the time to cover the smell of marijuana from their baby daddies, and to remove the stank of marijuana in all their clothing.
