Cell coverage there is pretty much nil once you are west of Hunt TX. And when I say west, I mean west about 50 yards. If you are on Wi-Fi it is better.
You raise a good point. Just a couple of possible issues off the top of my head.
A lot of the camp councilors maybe from out of state or from other areas of Texas so their phones aren't linked to the local emergency messaging system. Also torrential downpours could have interfered with cell service.
That also ties in with the fact there may not be much of an institutional memory about river flooding at the youth camps since most people are summer hires. I doubt many people can grasp a river rise of 26 feet in about a hour. That is dam failure type flooding..

It’s hard to believe, but people seem to build in these known flood plains all the time. Many times we see “We’ve lost everything” news stories, and yet, they go right back there & start over.
My Dad always said “Build your house on a hill, on a rock!”
I’m glad I followed his advice.
I'm in New Mexico. We are in monsoon. We get the same types of rains and the same type of flooding. A year's worth of rain in an hour sometimes. Dry arroyos 30 miles downstream from the rain can flood you out without warning. I'm not trying to be snarky. I'm saying that being prepared for emergencies is a necessity. Communications are part of the preparation. We always had a NOAA radio with us when we went camping for Scouts or Trail Life, and most of the adults carried off-the-shelf radios (not Ham or CB). NOAA missed the prediction here, but even a heads-up on the storm in general would be a "keep-your-eyes-on-things situation.

Three days or more prior to this flood, people were getting “Rain will stop in three hours” “Thunderstorms in 3 hours.”, etc. We weren’t getting a drop in Kerrville, maybe a sprinkling on the West side of town. It’s kind of a joke. It does generally rain more in Ingram, Hunt, West of Kerrville, but it mostly splits in two and goes around us in Kerrville. People tend to ignore the alerts because nothing ever comes of them.

Sis lives about 3 miles outside Kerrville, and said this area has a city park by the river where many come to recreate and it was the 4th to boot, and campgrounds and summer camps and RV parks,, so it was mostly that and not just private homes.
That's why the death toll will be so high.
Talk about rain on a holiday.

People who are visitors here do not know much about our weather-especially tourists. In the recent past, a lot of the workers at the Summer camps along the Medina and Guadalupe rivers were from out of the area and even from other states-they were just working there for the season.
In Bandera county, there are tourists everywhere just like this time every year, and most don’t know a damn thing about how fast the rivers can get dangerous here-as soon as possible flooding was predicted, the owners of the RV parks and cabins near the river shooed every tourist onto higher ground until further notice-good thing because the RV spaces nearest the river in Bandera were underwater in no time at all. The air B&Bs and RV spaces on this road were/are full-they are near the river, but on high ground-everyone was watching the weather just the same...

Zero evidence that anyone in local government or at this children’s camp was a newcomer. What IS new is the gutting of the weather warning system.
