Stray dogs, those running the streets without a collar/tags are a health hazard since they may carry rabies/distemper. They should be caught or killed.
I say this as a decades-long owner of puppers. Any uncared for animal is a threat you should not suffer near your children.
But, considering them devils is an insight into your ideology — YOU should be destroyed.

There is a dog mentioned in Tobit 11.4 (one of the deutero-canonical or apocryphal books). as walking along with Tobias, his bride Sarah, and the angel Raphael as they are returning to Nineveh. The dog is evidently a pet so this may be the only positive reference to a dog in the Bible. (Tobit is considered part of the Old Testament by Catholics and by the Eastern churches.)
Dogs can sense evil, so maybe it’s that.
I’ve had six dogs in my adult life, three of them adopted rescue dogs. Two of them would be called “Pit Bulls,” both of whom were adopted rescue dogs. The latter of the two is still alive, right now, sleeping on my couch. He weighs 95 pounds, has a terrific bark, and is a great companion and protection dog. You seem to be a bit of a Musim sympathizer.

I bet it means the feral and/or rabid domesticated dogs that run loose in packs.
