Trump, in a speech a few years ago, said emphatically that shoplifters should fully expect to be shot when leaving the store. He emphasized SHOT!!

Maybe he believed the shoplifter was backing up in order to have more room to get up to speed and ram into the store and kill him, so he legitimately feared for his safety.

Cops will fear for their safety after deliberately hanging onto a driver’s side door when a detainee starts driving away.

Despite its problems, when this happens pretty much anywhere in latin America, the police look around and assess the situation, and have the bodies hauled away. They may even administer a coup-de-grace to the wounded perp in the less ‘civilized’ areas. Legitimate business owners are not hassled for fighting against crime there.
