Not racist at all. But many of Russia’s problems in history have stemmed from its place as an Asian country, and not a European one.
Please stop it with your knee jerk virtue signaling, the fact that Russians are not racially Asian should clue you in that the Patton’s observation has nothing to do with race.
He’s talking about society, culture, world view, values, etc. Which affects their mentality and how they behave.
Russians very much have values and world view that is heavily influenced by Asian cultures. Much more so than other European countries. Western countries tend to expect Russia to behave like them and are often surprised by Russia’s actions because of their failure to recognize this fact.
