Correct! Jones was not the first to raise such concerns. William Cooper, another conspiracy theorist and radio host who influenced Jones early in his career, made a more explicit prediction on June 28, 2001. During his broadcast, Cooper warned that a major attack on U.S. soil was imminent, explicitly naming Osama bin Laden as the figure who would be blamed.
It was just a coincidence that the Patriot Act had already be written and passed 3 days later, I’m sure.
