The regulation of elections for Representative and Senator belongs to Congress.
The regulation of appointment of Electors belongs to State Legislatures.
The authority of the President over either is zero.
Insofar as the Voting Rights Act pertains to the processes by which State Legislatures appoint Electors it is unconstitutional.
If they don’t, the feds can deny them the money that was supposed to go to those programs. But the feds could not deny those states Medicaid funds as a way of forcing them to adopt the school lunch programs. That’s been consistent.
If the money for the School Lunch program really pays for school lunch and the subsidizes the salaries of the Teaching Staff and school board (more money than needed for school lunches) then they are going to want that program. Then stopping funding for said program, because they don’t comply with the new guidelines, is legal and far more ‘disruptive’ than just lunches.
So the feds could not order state police to conduct searches for privately-owned guns. The flip side of that is that they also can’t order state police to conduct searches for illegals.
Yes, but the Feds just get around that by claiming someone is unstable and a risk. Then they send in the FBI and assassinate the individual. The don’t need the state.

The way to get around the ‘state’ enforcement is to employ so many FBI agents to do ‘bogus’ political investigations and then use them for whatever other pet project comes along. Same with the IRS, Homeland security, EPA, ect. ect. That’s what Obama-Biden were doing. How many new people joined the EPA, IRS, Homeland, FBI under Obama-Biden, not to mention the NGO’s that assist. You don’t need state police with that.

You can have all the regulations you want from Congress. Without an Executive you have absolutely no way to enforce said regulations. So, there has to be an Executive portion wherein they enforce some amount of election law.
