That’s about 25 million unclassified paper documents, by NARA’s estimate, and 35,000 physical artifacts, including gifts given to the Obamas.

seems to me it can't be known that every one of the 25 million paper documents are unclassified.
NARA never had actual, physical control of those documents.

No mention of the extremely thin volumes (10 pages each): “The Pro-American Accomplishments of Obama”, and “The Wit and Wisdom of BHO”. The former would name the 800 or so muslims that were fried in drone strikes (w/ no screaming from the media). The latter would be laughable (but not funny).
