We can, if we choose, use the law to separate “protests” from a “civil disturbance”. With a “protest” you are allowed to be seen, and heard, but you are not allowed to disturb, impede, disrupt or prevent normal civic activity or the civil infrastructures. That can mean that for a “protest” you would be given a permit that would delineate the area and conditions under which the protest was allowed, and that permit would not allow the protest to disturb, impede, disrupt or prevent normal civic activity or the civil infrastructures. Arrests would be made if no permit was given or of the permit was violated. The permit would NOT have any political parameters, only parameters to prevent a “protest” from being civil disturbance.

Cops should have stepped back and let the crowd handle it. The people watching the parade braved a cold rain and many traveled a long distance to get there. Let nature take its course.
