Re: 9 - we have a range with five members (who can bring guests under very specific conditions). So very small org, but private, neat and well maintained.
One rule is - no tannerite. Period.
If you want to blow up your printer or computer, etc, just do it somewhere else. It’s enough work to police our brass, etc to not haven’t deal with shards of plastic, glass, etc.
Years ago, we did try targets with tannerite - meh.
In your photo the target is held rigidly by two vices. In the clown shoot event the (small) targets appear to stand unattached on top of sawhorses.
That could make quite a difference, but I’m no expert (just know some physics).
I would have thought so too, before watching "Ballistic High Speed", "The Slo-Mo guys" and a few similar channels.
Their video shot at hundreds of thousands of frames per second reveals that:
1) Upon firing a rifle or pistol, the bullet has left the barrel by several inches at least, before the weapon even begins to move in recoil
and
2) Similarly, a bullet striking a hard target has completed shattering and/or penetrating long (in milliseconds) before the target begins moving due to the impact.
I went to get my CCP in Az. The class was held at a wrecking yard. Behind the target was a stack of cars three high.

As bounced bullets were coming back and whizzing past our heads. Two tugged on my pants legs anyhow, even though I was trying to keep someone “in front” of me.
They just DO NOT always just drop to the ground after they hit a target. Anyone who thinks so is a complete fool... And I have met a BUNCH of “gun experts” who think so.

They obviously never played with a BB gun and had one come back and tug at their ear or forehead. Overconfidence is what will get you killed with a firearm.
I’ve got 12 acres surrounded by 87000 acres of USFS and no visible neighbors. I target practice and sight in my rifles from my deck or garage. 70 yards max sight line since it’s nothing but trees on the side of a mountain.
My deck is also my deer stand and turkey stand... I can have coffee on the deck, sit in comfort with an outside fireplace and TV... Watch the bears as well but we just watch them.

Nope. I have seen rounds that came right back and hit next to me. I have done it to myself because the bullet “glanced” off several bouncing angels just right back at me. Especially when I was a kid and armour piercing were still available.
But it leaves a question... How anyone could miss a target enough to “glance” a round coming from that 03A3 in the picture you shared I have no clue. Pretty hard to miss a dead ringer with a 03A3 30-06 or a Britt 303...
I have never been able to miss by more than two inches with either at 100 yards and the factory peep sights...
Point is... Never think they CANT... Because they CAN. Please do not spread falsehoods that might get someone hurt because of self overconfidence.
FMJ rifle round fired at a single steel plate? Really? Sorry, but I find that more than a little hard to believe. Oddly enough, everything I shoot at steel plates from .22LR to .30-06 splatters on impact. I've seen things get a little sporty with bullets striking frozen earth, though.

I don't recommend shooting steel at 7 yds, as those folks are doing ... I also don't recommend hysteria.

So? You are assuming no one ever misses the plate? And exactly what you say... What is BEHIND that plate if it is missed? If the hillside is rocky it can and might glace round several times and come back at you through a series of three glanced bounces.
Been there, seen it, Even with all lead pistol rounds. WHY DO YOU THINK RANGES HAVE A “CONTROLLED” BACKSTOP “BEHIND” THE TARGETS? “rocky Hillsides, or “Wrecking yards” and other “hard backstops” are bad news...

I was just remarking that I have that weapon, I grew up shooting that weapon since I was 7. And it is extremely hard to miss with that weapon and cause a “glancing” condition. If anyone misses a plate with that at a 100 yards even with the original peep sights they need to be escorted off the range before someone gets hurt...
The original issue was a hysterical screech that shooting steel plates at 7 yards is going to kill someone. THAT is BS. It's stupid for a host of reasons, but that's just not one of them.

Important factors I believe are weight disparagy (how many times heavier does the target have to be than the projectile in order to become “quasi-fixed” by inertia), projectile velocity, and relative hardness (elastic vs. plastic deformation; hard/hard, hard/soft, soft/soft).
For a ricochet to occur hardness would be a primary consideration. A hard projectile is likely to ricochet from a hard target due to inertia of the target if the target is at least x times heavier than the projectile. Etc.
I guess there is no limit of scenarios one could exercise through to cover all possibilities.
Best not get hit, anyway!
