With regard to the Giants/Jets:
The teams were GIVEN state-owned land in exchange for a small [$5 million] annual payment and other benefits.
The state spent over $250 million on infrastructure projects that may not have happened without the stadium.
AND Public agencies gave up revenues they previously shared from parking, luxury suites, and advertising.

Typically, that is the function of the state. If the central business district is building a bunch of skyscrapers, the state will realize that now they have to build a highway due to the increased traffic.
Those projects would not have been needed except for additional traffic due to the stadium. The teams should have had to pay for those upgrades; they did not even have to buy the land, and it will be 50 years before the paltry %5 million a years covers the state for its infrastructure improvements. By then, the teams will get bigger bribes from NY to leave NJ.
Fair or not, the state is always responsible for the roads. If there is a new suburban development, the state will build new roads to the community.
What could have happened is that they could have denied the zoning approval for the new stadium. And yes, sometimes the state rejects the construction of a proposed new stadium.
Wizards/Capitals tried to move to NoVa but the state of Virginia said no. Mostly because the location was not accessible so it was difficult to get that aspect resolved.

And yes, sometimes, if a new job creating factory is to be opened the city and county might improve the adjoining roads, for the jobs.
Every economic study of every taxpayers supported stadium that has looked at the promised “job creatjon” of the stadium has found they NEVER, none of them, met the promises and for the paltry actual permanent jobs created are the most expensive government job building efforts of all.

Yes. Those skyscrapers will house thousands of jobs,
How many PERMANENT local jobs does any stadium produce or sustain? Dollar for dollar far, far, far less than industry and skyscrapers.
