I suspected the NGOs would be involved. Probably registering the Haitians to vote as well.

The question is, where is all the money coming from?

If somehow Trump takes the WH and puts a real AG in place and can get a friendly house/senate, some serious drilling down needs to be done on origins and prime movers for all this stuff.

The ByeDone administration is ultimately responsible for this outrage, but NGOs like Catholic Services and Lutheran Services also must share the blame. They are making money hand over fist. Not sure who, in those entities, are getting any of that money, though you can bet it’s not their employees, who, in like almost every “Christian” organization, make peanuts, if anything at all. My son is on staff at a Christian university which charges $62,000/yr for tuition; it pays most of it’s staff a pittance. The Catholic high school my kids went to paid their teachers almost nothing, not even a living wage, as did the other Christian schools in town. Of course, the teachers considered it a ministry, and teachers preferred to work in a more controlled Christian environment, but as the Bible teaches, a workman is worthy of his wages. Rant over.
