He can’t change anything without congress. And he can’t change the term length without a constitutional Amendment. So the only question is are there enough Rino’s in congress to give him anything.

Biden is not to be taken seriously, never was, but with dementia he has the intellect of a two year old.
Pretty sure the number of SC justices is not set in stone, as FDR tried to pack it but failed.
But, the number of states is a greater concern than Biden’s current SC reforms and more easily accomplished as Congress can add states (and 2 senators) which can equally affect the balance of power as Ds have also been threatening. Article #3 does not specify if a majority or supermajority is needed to add states, or change # of justices.
Further, Ds do not hesitate to invoke ‘reconciliation’ which abandons the usually required 60% threshold. (downgraded incidentally from 2/3rds)
In the near future, we don’t seem to be within reach of any 60% majorities by either party. Reconciliation, iirc, did result in Senator John McCain’s thumbs down vote to repeal Obamacare. That vote went 51-49, iirc., so reconciliation is a concern.
