I think Shoigu is in danger of being arrested. His second in command was arrested a few days ago. Putin is purging the military. He says it’s corruption but in that case then entire military staff will likely be arrested. I suspect there is more to it than that.
Shoigu and his cronies are screwed. They were all under investigation for corruption a year before the invasion. The invasion shut down that investigation but it’s back again after 2 years of Putin’s botched war.
