Canada is exactly correct. Terrorist acts are not acts of a government but are crimes to be prosecuted civilly. Hamas is not Iran, but a terrorist organization in Gaza. Israel was the aggressor in its unprovoked war in 1967 and cannot lawfully occupy the territory or create settlements on land that does not belong to them. Nor can Israel claim any right to self-defense of unlawfully occupied land.
