She was saved by her own legislature.
She did sign her name to a couple of Executive Orders though.

The notion that Governor Noem was some crusader for freedom standing athwart Trump's total abdication of leadership during Covid is fiction.
She was better than most though. As was DeSantis. As was Kemp.
