The effect is rather on domestic supplies of refined fuel. Gasoline and diesel.
Russia already banned gasoline exports, in February, for six months, most likely due to limits on refinery capacity.
Russian petroleum exports are also down btw.

Russia just destroyed two Patriot air defense systems worth a couple billion each. How are they are going to be replaced?
BTW, on the actual battlefield, Ukraine is losing ground it will never get back DAILY.
There are only TWO choice for Ukraine: Surrender and preserve what is left of Ukraine or continue and losing more and more territory that it will never, ever get back.
