This is true, if you are going to live in West Virginia live on a hill or mountain. It really sucks in the winter having to drive down but it beats flooding.

See post 10! Also the geology there is shale-sandstone-shale etc. When exposed by construction, road cuts etc. over time
can become unstable. Add as in post 10 says this stuff happens.
