I see that in my area as well. One big contributor to the spread of crime is the establishment of bus lines between suburbs and inner city.

Maybe crime reporting & globull warming are both reported the same way, but inversely. One is automatically reported as going down, but the other will always be automatically reported as going down. It fits the government agenda better this way.
