The labor put into building anything in America is not done by management or by those “running the show”.
Did Donald Trump build Trump Tower? Of course not, if by that is meant “did Donald Trump do any of the construction labor?”
Regarding the Hamas tunnels: clearly, the “people in charge” aren’t idiots, and the laborers clearly aren’t incompetent.
Don’t underestimate your enemy.
Remember: Japanese fighter pilots in 1942 weren’t a bunch of squint-eyed fools who couldn’t fly their way out of a paper bag. On the contrary, they were at least as well trained as American fighter pilots in 1942, and much more experienced.

That may be, but from the video I saw, the carts/trucks were hauling ground up limestone from the huge drills. But just some water and quick lime, and bricks and blocks are easy to make. And Gaza is mostly flat.
Though much larger, most of the west bank has rockier desert terrain. Tunnel digging is likely tougher.
