There are specific problems that became supply chain issues in 2020 and after.
But before that, after 2014 and Crimea, it should have been obvious that peer war with Russia and maybe China was back on the table.
But there was never any recognition that peer war requires massive mobilization and massive quantities of equipment and munitions.
They did recognize that they were really out gunned in terms of artillery, and they did extended range 155mm development. But there was never any push to get the production up, or be able to do so.
I keep putting this video comparison up of the firing sequence of the Paladin vs the 2S1 (which is an older machine). It is such a mismatch that a Paladin replacement should have been an urgent priority. Even now it is not.

They don’t know and they don’t care about us. They’re mostly foreigners and except for the actual Ukrainians have no skin in the game. They don’t care about our massive debt or sending our kids off to fight useless wars. They don’t care that our cities are collapsing and our infrastructure is crumbling.
