She could get herself a veterinary tool such as is used on bull calves, find the guy when he gets out of prison, and do a little cutting that should have been done long ago.
If this guy offends again all 21 commissioners of the parole board should get life in prison.

On November 8, just 29 years into Klemp's 170-year prison sentence, the state parole board announced his impending release some time before or on March 15, 2024.
The body, made up of 21 commissioners appointed by the Governor and approved by the state senate, justified their decision with his "low risk for violence," his advanced age and his "marketable skills."
So, why is this dude still breathing?

As a Christian, I abhor the death penalty. But for this very reason I’m beginning to rethink my position. The powers that be, promised to put these monsters in jail for life and instead release them. Why life sentences when they know it won’t be honored?
