It made sense for them to get a third party work order. They probably had the certification from the dealership, then another from their own techs and you were the icing on the cake. Incontrovertible evidence of wrongdoing, especially given your close location to the scale house.
Banning was also known for nicking fan belts and brake lines.
Because of their shenanigans scale house technicians can’t carry knives or anything with a cutting edge into the inspection bay. A whole lot of good came out of that bust, and little old you were a part of it.

Last night I was recapping it again after I got off the net and remembered is was indeed an almost new tractor and trailer. And the brakes were already correct within specs, so all I really did was recheck them. So it does make sense they were just needing my receipt as additional irrefutable evidence.
I figured they didn’t let me know who they were and what they were doing in case I was friends with and warned the road service company the inspectors were in cahoots with. All I cared about at the time was collecting for a brake adjustment, just happened to be in the right place at the right time I guess. :)
But they were in trouble the minute they placed that tractor out of service for brake adjustment and signed it.
I would have given a small body part to have been there when the badges got flashed and DOT techs were rounded up. Talk about karma biting someone in the butt!
And you got paid for the easiest brake adjustment you ever did. The cherry on top!
