Probably are but if the assailant is less than 20 feet away and you still have your gun holstered you probably arent anticipating a threat so you are going to be thinking “huh”? For a second or two before you recognise what is going on.

Also got to bear in mind that just because you shoot someone they arent necessarily going to drop immediately unless you hit them in the central nervous system. And stop signals coming from their brain to their limbs. It would take luck, or some truly exceptional abilities go ho from “huh?” Draw gun and then shoot off accurate shots that will disable an assailant reliably before they get to you within 20 feet. Fortunately that is probably worst case scenario, I doubt most people are going to have face an amped up lunatic charging out of nowhere like that.
