From what I have read, there was no case against Paxton to begin . It was all a Bush plot.

Ranger Maxwell gad good intentions when invited in to do an investigation. He should have withdrawn as soon as he figured out an investigation was bullshit. He was devastated while walking out of the room.
He was so devastated, the attorney questioning him followed him out of the Senate Chamber. They have know each other for 3-4 decades and had the highest regard for the integrity for each other. The attorney throughout his cross-examination showed the ultimate respect for him by continually referring to him as Ranger Marshall.
