What a curious photo!
The town of Paradise is in the mountains on the way to Tahoe. Its nowhere near a projected high speed rail line in the San Joaquin Valley.
Her reporting is meaningless, remember, she makes everything up and writes about it.
Most GPS receivers run on batteries and would therefore be impervious to local a power outage. The satellite constellation from thousands of miles away that radiate GPS signals would not have been affected without affecting GPS on a hemispheric scale. UNLIKELY.
HOWEVER! A local jamming signal could account for GPS signals apparently not working. THAT would be a clear giveaway of malicious actor involvement!
How is it a “toxic mess”? This type of combustion leaves nothing toxic. It was just a fire.
You know these are Pacific Islanders, right? Don’t set your expectations too high.

When several things go the wrong way, at a convenient location you wonder if it is deliberate versus incompetence.
Also Kula 200, Pulehu, and Olinda. Built several homes in those area's.
I lived on Piliwale Rd. for 10 years. One day I was windsurfing Kanaha and saw up the mountain a fire just starting - it appeared to be very close to my place. Sure enough, it had started 2 doors up the road but had traveled up hill. Started by a tossed cigarette it fortunately only burned some out buildings and old abandoned trucks and farm equipment.
