This is not new to Biden, although he has magnified and officially endorsed it. When Trump was President, there were embassies that refused to put his photo in a public place and which carried these flags. In the age of electronics, the diplomatic service is outmoded, grossly overstaffed and it needs to be pared dramatically, in locations, the number of personnel, and its budget.
