It seems they are saying if the oaths aren’t valid, then the last person who had a valid oath for those offices would be reinstated. Hmmm.

Pawls
Small bars used to stop the barrel of a winch or capstan moving backward under an increased load or if the turning power was reduced. In early capstans, the pawls had to be manually moved in and out of the notches in which they worked. Later capstans had automatic pawls that dropped into notches as the barrel turned. In breaking out an anchor, a crew would "heave and pawl" if the bow was rising and falling with the waves, so giving a varying load on the cable.
More familial objects which use the pawl system system are zipties and handcuffs.
The pawls are just above deck level. This picture also shows how capstan bars were fitted. 
Raising anchor before steam power was truely backbreaking work.

Here!! Still fighting neck pain, ugh. My son’s puppy slammed into me few weeks ago . I landed so hard on my bum, my neck and head hurt 😐. Haven’t been swimming because then the shoulders started hurting. ‘Dem bones, dem bones, dem dry bones...😂.
Solutions are inversion table. Best thing ever. Treadmill, stationary bike and some stretching.
But I’m reading, mostly lurking though, sorry. So much in my brain it seems as I’m sure with everyone. Hard to digest stuff.

I’ll figure out how to pronounce that and use it on my grandkids. Ha, I have this pet peeve about them saying “me and so and so...” I was using the JOY acronym, which is Jesus, Others,and You, trying to explain or get them to remember proper English and a lesson about putting others first.
Hopefully one or the other will stick.
