In WA state, they give vouchers to vote to homeless and drug addicted. Literally the government paying for votes. The more they turn in, the higher the pay. It was a way to skirt around vote harvesting. Let the homeless pass out ballots, and get paid to return them.

Excellent article that actually demonstrates the mechanism of the cheat:
In Pima County alone, they spread 35,000 votes across about 140 precincts (out of 248). That’s only 250 votes per precinct. With an average of 2400 voters per precinct, that’s cumulatively enough to sway the state election while spreading out the cheat to make it near impossible to identify.
This study shows it statistically most clearly. Read this one.

The analysis strikes me as quite persuasive. Too bad so much time and effort went into wild vote rigging theories. This makes sense. Thank you for sharing.

The use of moles is voter fraud. One vote, one person, in person, except for the mentally competent disabled. Paper ballot; same day counting. All else is an invitation to fraud. Invitations to fraud are accepted.
