I have no doubt he’s been active at a gym.
That said, I also have no doubt he was wearing a bulletproof vest at the time of the video.

If he were capable of doing so, I think he would have shrugged off Project Veritas and headed straight to the office to gather/download all he could. That, in my mind, would be his only safety valve.
Without any leverage he’s probably a suicide case waiting to happen.
