The percentage of U.S. citizens that smokes was less than 10% before World War I. Smoking increased in the U.S. specifically because the U.S. government promoted it by pushing it on service members in World War I and after. It’s a government program.

I remember some Snowboarder who was going to get his medal taken away cause of marijuana. Dont remember what happened, but it seemed like to do that they might have to declare marijuana a performing enhancing substance, and I wanted to see how they might spin it.
