I'm glad you were able to find a plan that allowed you to block texts. I have had Verizon Wireless for many years. When I had to switch from a 3G phone to a 4G phone, I went with the cheapest iPhone they had, because I've only owned Apple computers. I don't sync my phone with anything on my computer. Basically, all I use my cell phone for are calls, Bing Search points, and the occasional text message for doctor appointments and prescriptions. The iPhone allows you to block text messages by clicking on the individual sending the text, then clicking on "info." By scrolling down that page, I can block the senders, then delete their message.
Well, at least you don't have to worry about your phone being compromised via texts. I hope you are able to get your problem with those phone calls resolved.
That is totally different from what you initially alluded to. The so called corporate execs for this scam were the scammers. That opening for scamming did exist when customers were being invited to declare there preferred long distance carrier. I would not have called the scammers "corporate execs" just because they had setup a bogus carrier to defraud people.

Politicians won’t regulate what they themselves use at election time. Robo political calls and surveys are exempted, (R) and (D) elected scammers.

Email has past that fever pitch. Very few outfits using email anymore. I cannot even forward personal email thru my ISP. They falsely flag my stuff as spam.
If you can't get a transfer for whatever reason to fraud specialists then ask to be transferred to a supervisor. If that supervisor won't help sort things out ask to be transferred to their supervisor.
Be calm and respectful in these interactions. Going in with guns blazing on anything makes it more likely for the other person to blow you off.
I've had to work through all these levels a few times. It's always turned out satisfactory for me. It doesn’t mean things always went totally my way but it was a fair solution.
I’ve lost track. Is this a cell phone number on your account? If it’s a cell phone, there could be a malware script running on it. Go into your cell phone’s settings menu and clear out all the cookies, scripts, cached pages, history, etc. Only keep your saved passwords and favorites menu. .

More likely that the Canadian tower was tall enough to see over the lake and had a direct line of sight to my phone and the US towers were obstructed by ground clutter.
I have had Verizon for years and have generally satisfied with their service. Yet I have noticed their customer support and willingness to work with you runs hot and cold. Now is a cold period.
At the time we were also upset that our customers were being scammed by third parties that had found loop-holes in the Federal Court mandated solution to the AT&T monopoly divestiture.
I know it felt like a rodeo to you but we in the business were trying to ride that bull.
At that high a frequency it seemed to me that there had to be another factor for a cell signal to reach 60 miles.
If you have a Canadian number, yes. You'd be "roaming" but that would be transparent to the caller.
Oops, I read your scenario backwards. A call to a US number would be considered a domestic call to the caller.
But if you didn't have an international plan, then you'd be charged for accepting the call in Canada.
Please list your phone number so we can all make test calls for you from different parts of the USA.... : )
Cell phones link to the tower with the strongest signal.
In that area at the time you were lucky to get signal period.
Even today you often have to go outside to get signal in that area.
Down on the beach, which is below a 60 foot cliff, it is pretty much a Canadian tower or nothing.

I have a Samsung Galaxy phone - the text messages to my phone come from emails, slip through and you can’t block them! Drove me crazy getting those in the middle of the night. I can’t turn off my phone in case my father needs me so I had to just put up with it but since I switched, it hasn’t happened.
