As terrible a campaigner as Hillary was, Biden created a new template in avoiding campaign appearances or putting actual effort into running for office. The media has shifted so far away from even bothering to try to appear neutral that they would gleefully cover for her, and you can forget any wide coverage of her many illegal activities while in office and the russiagate hoax after she lost as "old news".
With all that said, she can only really enter the scene as a savior of the Democrat party, she can't be a part of a contested primary amd risk seeming weak. The Clinton years were thirty years ago, she becomes more of a relic of history every year. The younger elements of the Democrat party are going to be shoving the old guard aside in coming years, and they are already going to be put off by old candidates because of Biden's failures.
