Almost every comment on this thread implies it was a sewer manhole. There are many more manholes in a city than those that carry sewer waste. Power, telephone, cable, storm, sump pumps, gas services, just name some off the top. This sounds like it is more likely anything but sewer. The electric company says it is not their system. Manholes are very heavy and are not easy to lift up. They should not be tightly secured in the street. If they could have just popped up, they may have let the pressure escape without causing an explosion.
