The Makarov is a pretty new / modern ship, and a second instance of a Ukie missile getting through the defenses rather blows up the excuses (including “luck”) that we heard for the Moskva.

A pertinent question would be, if the report pans out, what was the Makarov doing within range of Ukie missiles?
