Good questions. State licensed pilots are used to guide foreign vessels safely into and out of Baltimore. Don’t know if one was onboard at the time or not.

Don’t know if one was onboard at the time or not. Someone else posted a very good youtube video from a channel "What's going on with shipping."
the narrator mentioned the ship had both a Baltimore harbor pilot and a Chesapeake Bay pilot on board. somehow the ship got slightly outside the main channel, but there was no explanation of that.
