That appears to be the case, after doing some sleuthing.
Although, they were barred from exporting uranium from the States, it does not mean they couldn’t export to Canada and then export to Russia.

Yes indeed— the supposed “approved” sale that was “signed off on” by the Committee on Foreign Investment in the United States (CFIUS)— only the Investment includes removal of the mineral rights of US soil to a Russian entity... not an investment whatsoever.
