No he didn't. At least not in the video that's been released.
He said schools would mandate it, like they do for lots of vaccines, and he said everyone will have to get it annually, like the flu shot, but never said it would be mandated for anyone not in school.
With the kind of dishonest hype in this article it makes me think there's not much here.
I think I’ll go by what an insider who does this for a living then whatever you have to say
