I would guess more along the lines of FBI, if I was a betting man.
Western countries are scared the trucker protests are going to spread. Canada has been afraid to use domestic troops against the population, afraid they will not engage.
They are going to claim the protests are directed by Russia. Canada will then invoke Article 5 of the NATO treaty and bring in member troops to attack their own population.
Most likely the FBI "IS" the case.

Has anyone valudated the donor list? Anyone can generate a phony list to make peopke gun shy about donating in the future.
