Looks like almost half of the top level extends past the base. I’m not an engineer, but when I built block towers with that sort of design, they didn’t last long.

It’s ugly as sh!t, but would be one hell of an engineering feat if they can pull it off. In which case, good on them.
I wouldn’t live in it for free, just because it looks hazardous. I guarantee nobody outside of a major city would care who built it or why, and I also guarantee that it will be at low capacity for the foreseeable future, making it impossible to pay off the build costs.

Although I've never studied physics I can see...or *think* I can see...that this design could be a problem in a hurricane,earthquake or a WTC type explosion (the one in the 90s).
