If this man chooses to live with a pig within his own home, that is his business. However if he expects people to make public accommodations ( on airplanes etc.) for his peculiar emotional need, then he is being unreasonable. Animals can be classified more than just one way. This local government apparently is too stupid to understand that fact.
My aunt had a pet pig that would be let in to parts of their house, mainly the first floor. When he was small where he went wasnt an issue, bit when he was bigger it was just the first floor.

I saw a dog once that someone brought into a public building once that was wearing a caution sign that said it was part wolf, if I recall correctly. Not sure if it was an emotional support dog or not. These days, owners seem to feel pretty free to bring their dogs into public buildings.
